Website design is a multi step process. The first step is determining what content you want to present and how that content will be organized.

The second step in the process is identifying a theme for the site based on the content and the audience being targeted. Content that is intended for professional audience should be present in a clean well organized manner. You wouldn't want to use loud colors or wild fonts for a sight like this as your intention is to have the content taken seriously. While whimsical may not work for the site above it would work well for a website that is presenting information related to an artist or a bakery.

The third step is to establish a color pallet for the site. This process should be a joint venture between the owner of the site and the developer building the site. The color pallet should reflect the content as well as the mood you are trying to set for visitors of the site.
